Clergy should hold a licence from the Archbishop whether they are working in a parish or assisting within the Diocese.

All Clergy from outside the Diocese of Sydney will need to be approved by the Archbishop prior to licensing. The necessary Solemn Promises and a confidential lifestyle questionnaire will need to be completed by the applicant at an interview usually arranged with the Regional Bishop or Archdeacon. The confidential lifestyle questionnaire is available on the Safe Ministry website of the Professional Standards Unit. The questionnaire is located at the bottom of the Safe Ministry resources page and available in Word format or PDF format. The questionnaire requires that you read Faithfulness in Service.


Assistant Ministers:

All clergy who are working as part of a ministry team in a parish should be licensed as an Assistant Minister. This includes clergy who have officially retired and have received a General Licence or Authority to Officiate from the Archbishop.

Once the application has been completed by the incumbent and the applicant, the form along with the completed Working with Children Check or the Clergy Safe Ministry declaration form are to be forwarded to the Diocesan Registry to commence the licensing process. Please refer to the Clergy Safe Ministry section below to work out which form needs completion.

Authority to Officate and General Licences:

If you are not in parish ministry you need to hold an Authority to Officiate or a General Licence to be able to officiate as a minister within the diocese.

Please note that General Licence’s are only issued to those who have retired from active ministry. To apply for a General Licence you need to write to the Archbishop.

To apply for an Authority to Officiate you need to write to the Archbishop, enclosing a supporting note from your local incumbent or ministry colleague. Please note that clergy who support your request need to be in an active diocesan ministry appointment and hold a licence from the Archbishop.

The Working with Children Check or Clergy Safe Ministry declaration form may need to be completed. Please refer to the Clergy Safe Ministry section below to work out which form needs completion.

Locum Tenens:

Whenever an incumbent is absent from the parish on some form of leave a Locum Tenens should be appointed. If the leave involves Long Service Leave approval will need to be sought from the Regional Bishop.

This application needs to be fully completed by the incumbent and applicant and returned to the Diocesan Registry before the incumbent goes on leave, as well as the Working with Children Check or the Clergy Safe Ministry declaration that has been completed by the applicant. Clergy Safe Ministry:

With recent changes to the Working with Children Check the Clergy Safe Ministry declaration form was developed. The Working with Children Check will only be submitted to the NSW Commission for Children and Young People when it is new appointment or if screening has not previously been done. The Clergy Safe Ministry declaration form is to be completed at the time of re-licensing (renewal) or licensing to a similar position (eg moving from Rector of one parish to Rector of another parish).

Working with Children Check
Clergy need to complete the Working with Children Check each time a new appointment is commenced or licence is issued. The NSW Commission for Children and Young People also require a 100 points identity check for all background checks. The 100 points identity check is only required to be completed once, if you have previously completed an identity check you do not need to complete it again. If you are unsure, please email the Deputy Registrar.

Please complete the Applicant Declaration and Consent form and the identity check (if needed) and return them to the Diocesan Registry with your application form.
